Shapiro cites the Yale Book of Quotations, of which he was the editor, for proof that Bismark was not associated with this famous quote until the 1930s. The quotation appears in 1869 attributed to the American poet John Godfrey Saxe.  I got it wrong, but when I did look it up, the Saxe attribution seems more likely than Bismark.

The thought also applies to Internet Standards and Sausages.
